Eligible nonprofit applicants include qualifying labor unions, community-based, faith-based, grassroots organizations, and employer associations that are not an agency of a state or local government. Public/state-controlled institutions of higher education are eligible to apply in accordance with OMB 2 CFR 200 and DOL exceptions in 2 CFR 2900. Native American tribes, tribal organizations, Alaska Native entities, Native Hawaiian organizations, and native-controlled organizations that are not an agency of a state or local government are eligible to apply. |
